Goals of the Bill The Bill has thirteen schedules and six parts:


The Data Protection Act of 2018 and the UK General Data Protection Regulation outline a number of changes that Part 1 would make to the current data protection system in the UK. The modifications would have an impact, among other things: the meaning of personal information; the use of data to serve "legitimate interests" requests for subject access; making decisions automatically; scientific studies; the responsibilities of processors and controllers of data; personal data transferred internationally; and processing for national security and the intelligence service.

A trust framework, a register of providers, an information sharing gateway, and a trust mark would be created in Part 2 to regulate the provision of digital verification services.

Part 3 would permit the sharing of data to support the delivery of public services that benefit businesses or "undertakings," such as those that trade for profit or not and charitable organizations.

Under the Privacy and Electronic Communications Regulations (PECR), fines for annoyance calls and texts would rise in Part 4. To make it less necessary for users to click through consent banners on each website they visit, it would introduce a new opt-out model for cookies. Part 4 would also:

change the way births and deaths are recorded, switching from a system based on paper to an electronic register that officials use.

make it simpler for elected officials to process personal information in general whenever it is necessary for democratic engagement activities.

The Information Commissioner's Office would be disbanded in Part 5 and its duties would be assigned to an Information Commission. Section 5 would likewise make changes to the guideline and oversight of biometrics, CCTV, and the Public DNA Information base.

Final and procedural provisions regarding consequential amendments, regulatory authority, interpretation, and the Bill's beginning are included in Part 6.
